Edited Review! After a lot of shipping confusion, this finally arrived after 7 weeks. I purchased this in the bright, shiny brass and it is just that. Super shiny! Really pretty! The arms do pivot, but they are not loose. It takes a bit of an effort to change their location. The rack isn't too heavy. If you put a heavy jacket on one side, without putting one on another side, it will be askew or perhaps topple over. It matches my bright brass ceiling light and front door design enhancements nicely in my foyer. So, after a stressful shipping experience where I got billed, then credited, then it arrived and then rebilled, it all came to a happy ending.
