It's not clear how to attach the top box to the ceiling mounting bracket. Seems like you can mount the bracket or the round box but not both. It looks like it's meant to attach to drywall not a electrical box. Return.

It is cheaper looking than what I originally wanted. Once I added the lights it was okay I can live with it. It’s really not what I expected.
