If there is a lot of wind I don’t feel comfortable that it will hold. However, it has never tipped over or fell.

Stand is not a full circle, it is more of a half of a circle. Other than that its an umbrella stand. With water weighs about 20 lbs.

When I purchased the umbrella it showed a tilt option. That is why I chose this one. It does not tilt.
