I’m happy with the purchase but can’t understand why the hardware to hang the picture wasn’t already on the frame

Picture looks nice but quality of frame isn't as expected-there are spaces in the corners. The backing is sticking out. It wasn't ready to hang as advertised-there was a kit enclosed that needs assembled. I am not good at assembling things so had to return.
