A little wobbly and can’t figure out how to tighten it but good value for the price and looks great as an office chair

The chair is missing the base cap, leg base, and all 5 legs. I don’t know if another customer returned this item and then it was reshipped without even looking at it first. Please let me know if you’ll send the missing pieces or if I need to return it for a refund. Thanks
