I think that if you are going to charge a premium for an office chair - you better include all of the parts. Interestingly the included warranty information card had a checklist of every part that should have been in the box and the ability to select which parts were missing and/or damaged. The fact that you have invested so much to correct the problem after the fact rather than simply having a checklist for the packer on the front end tells me this is going to be an issue (some of my frustration is out of 3 orders for over a $1,000 placed on Wayfair - every single one has had missing or damaged parts - this likely will be my last attempt).
